Graduate of the Warsaw School of Economics in the field of management. In 2007-2008 participant of part-time doctoral studies at the College of Management and Finance of the Warsaw School of Economics.
He has 28 years of professional experience in managerial positions in the area of finance and management.
In 2004-2010 associated with PSE Operator S.A. – as director and vice-president for finance, responsible for strategic energy projects, including “revenue of the transmission network operator”, negotiations of the agreement for the Poland-Lithuania connection, establishment of Zarząduca Rozliczeń S.A. – a company responsible for the settlement of long-term electricity contracts.
In 2013-2014 President of the Management Board of PGNiG TERMIKA S.A. Since 2015, Member of the Management Board of Mazowiecki Fundusz Poręczeń sp. z o.o., a company providing guarantees for credits, loans, leases, tender deposits and proper performance of contracts.
He served as Chairman of the Supervisory Board of PL2012+ (2014-2016), Projekt Warszawa sp. z o.o. (2020-2021) and sat on the supervisory boards of PSE Zachód sp. z o.o., Zarządu Rozliczeń S.A., Energia dla Firm sp. z o.o.
Currently Member of the Supervisory Boards of Noble Securities S.A. and Noble Funds TFI S.A.
He has the authorization to sit on the Supervisory Boards of State Treasury Companies.
Member of the Board
Manager with over 25 years of professional experience. He has extensive experience in managing investment processes and obtaining EU funds. In the years 2007-2024 a local government official of the capital city of Warsaw – in the years 2011-2024 he served as Deputy Mayor of the capital city of Warsaw. He has experience in the field of commercial law companies – in the years 2012-2017 Chairman of the Supervisory Board of the Metro Warszawskie company, and since 2017 of the TBS Warszawa Południe company, member of the Supervisory Board of the Pałac Saski company (from 2022) and the PL 2012+ company (2014-2016). He passed the state examination for Candidates for Members of Supervisory Boards in State Treasury Companies.
As Deputy Mayor, he was responsible, among others, for development planning, metropolitan cooperation, investment program, obtaining European funds, architecture, spatial planning, road infrastructure and traffic management. During his professional career, he has successfully coordinated a number of large investment projects, especially in the area of infrastructure and adaptation to climate change, including: the construction of the second metro line and the expansion of the tram network, the replacement of rolling stock with low-emission rolling stock, the Targowa Creativity Centre, the Smolna Entrepreneurship Centre, spatial transformations within the New Centre of Warsaw, the revitalisation of the Vistula banks (including the Vistula Boulevards, bicycle and running routes, beaches and flood protection). Responsible for the preparation and coordination of a number of comprehensive transformation programmes – the Integrated Revitalisation Programme of the Capital City of Warsaw 2012-2022, the housing construction programme, the supra-local strategy for the Warsaw Metropolis 2027+, the #Warsaw2030 strategy, the Warsaw Local Centres programme, the New Centre of Warsaw programme, the Study of Conditions and Directions of Spatial Development of the Capital City of Warsaw project. Co-author of a number of initiatives in the field of adaptation to climate change, including, among others. program of actions to reduce the emission of suspended particulate matter into the atmosphere, clean transport zone, development of low-emission urban transport, selective municipal waste collection program and reduction of waste generated in the municipal economy system.
In 2017 and 2024 elected by the General Assembly as President of the Management Board of the Warsaw Metropolis Association associating local governments of the Warsaw Capital Region and playing a leading role in implementing European funds of the Warsaw Metropolis.
In 1997-2007 employee of the state administration – Office of the Committee for European Integration, Ministry of Economy and Labor, Ministry of Regional Development.
He is a graduate of the University of Warsaw (Faculty of Journalism and Political Science). Academic lecturer and author of publications on EU funds and project management. In 2001-2015 he worked, among others, at the University of Warsaw, Adam Mickiewicz University in Poznań, the Catholic University of Lublin, the Academy of Humanities in Pułtusk. Expert of the Polish Government within the framework of cooperation financed from EU funds in projects strengthening the potential of local and regional administration in Ukraine, Bulgaria and Romania.
Awarded by the President of the Republic of Poland with the Golden Cross of Merit (2015) and the Honorary Badge for Merit for Territorial Self-Government by the Minister of Administration and Digitization (2015).
