There is a heat bank with a capacity of 30,400 m3 of mains water installed in the plant – the first such large facility in Poland, as well as modern environmental protection systems for flue gas wet desulphurization (MIOS) and denitrification (SCR). All coal-fired boilers are equipped with high-efficiency electrostatic precipitators, which keep dust emissions at approximately 50 percent of the level permitted by Polish air protection standards.
The Siekierki Central Heating and Power Plant:
- provides heating to 55 percent of the buildings in Warsaw,
- provides electricity to light more than 10 million 60-watt light bulbs.
Fulfilling the obligation under Article 261 a. 1. of the Environmental Protection Act (consolidated text, Journal of Laws of 2017, item 519, as amended), the following is hereby publicly announced:
Due to the use of light fuel oil and hydrogen, qualified to the group of hazardous substances according to Directive 2012/18/EU of the European Parliament and of the Council on the control of major-accident hazards involving dangerous substances and pursuant to the Regulation of the Minister of Development item 138 of 29 January 2016, the Siekierki Combined Heat and Power Plant located in Warsaw, at ul. Augustówka 30, operating as part of ORLEN Termika S.A., with its registered office in Warsaw, at ul. Modlińska 15, has been included in the group of plants with an increased risk of a serious industrial accident (ZZR). The maximum quantities of light fuel oil present on-site exceed the threshold of 2,500 tons.
Confirmation that the plant is subject to the legal and administrative provisions establishing a major-accident prevention system:
Pursuant to the Regulation of the Minister of Development of 29 January 2016 on the types and quantities of hazardous substances present in a plant, determining its classification as a plant with an increased or high risk of a serious industrial accident (Journal of Laws of 2016, item 138), the Siekierki Combined Heat and Power Plant of ORLEN Termika S.A., has been classified as a plant with an increased risk of a serious industrial accident (ZZR) and is subject to regulations in this respect.
The operator of the Plant has notified the competent authorities, i.e. the Municipal Commandant of the State Fire Service for the City of Warsaw and the Mazovian Voivodeship Environmental Protection Inspector, in accordance with Article 250(1) of the Act of 27 April 2001 – Environmental Protection Law (Journal of Laws of 2020, item 1219, as amended) and submitted the developed Accident Prevention Program to the aforementioned authorities.
